The best way to ensure you have a Harpysnare Smoke Beacon is to visit the vendor namedMontgomery, who can be found in the Borderwatch Outpost. This is the first settlement you reach in the introduction to the game and is north of Melve. The easiest way to get there is totake the northern oxcart from Vernworth to Melve, then complete the journey on foot, as it is a short distance from Melve.
